Hear how three programs are integrating IFSP/IEP and Child Outcomes Summary Form (COSF) measurement processes. Presenters shared changes their early intervention/preschool programs have made in assessment and IFSP/IEP development practices to align them with outcomes measurement. Presenters also described implementation issues (challenges and solutions), presented implementation tools used by these programs, and shared quality assurance strategies that have helped these programs integrate outcomes measurement into their existing IFSP/IEP processes.

Presented at the 2011 Measuring Child and Family Outcomes Conference. States discussed issues and challenges associated with reporting local child outcomes data and comparing these data to state targets. Discussants provided an overview of issues that states have been experiencing and their initial approaches to address these. Examples included: comparing local data to state targets derived from a "fuzzy"€ process or incomplete data, dealing with local reporting for programs with small numbers reporting outcomes data when children received services from more than one local program/district, and sharing messages about local data with a variety of stakeholders. Session attendees participated through facilitated discussion and Turning Point technology.

This session addressed quality assurance activities in four states using the Child Outcomes Summary Form (COSF). Presenters described their state's approach to COSF quality assurance and the activities they conduct, such as data verification, record review, and observation of the team process. They also discussed efforts to improve data quality as a result of quality assurance findings.

Several states shared the processes that they are using for collaborating across Part C and Section 619 in measuring child and family outcomes and the contextual factors that contributed to their collaboration. They highlighted some strategies they are using for collaboration and for building capacity in the state. Lessons learned were also described.
