Abstract: 

The ECO Center, in partnership with a variety of states, has facilitated the development of two frameworks for states to use in building and strengthening their early childhood outcome measurement systems. The purpose of these tools is to help states identify the necessary components of a high-quality measurement system for child and family outcomes and, where options exist, to assist states in making informed decisions as to which option is most effective and best suited to the state's context.

Both the child and family frameworks and self-assessments follow similar structures. The self-assessment has seven key components: purpose of the outcomes measurement system, data collection and transmission, data analysis, reporting, using data, evaluation and cross-system coordination. The tools reflect a knowledge base of what states need to have in place to have effective child and family outcomes measurement systems, and allow a state to track its own progress toward a fully functional, high quality outcomes measurement system.
