Presented at the 2010 Measuring Child and Family Outcomes Conference.
This plenary highlighted an outcomes measurement system framework developed by ECO in collaboration with seven partner States. The framework includes a scale designed to be used by State agencies to assess progress toward full implementation of a Child Outcomes Measurement System (COMS) for programs serving young children with delays and disabilities. Delaware and Maine shared their experiences implementing this measurement framework within their child outcomes system and the lessons learned therein.
