This first call in the Using Data Call Series, held February 22, 2011, featured two tools for using data: Thinking through Improvement (IT Kit), an improvement planning process developed by the North Central Regional Resource Center, which provides information and activities on prioritizing areas for improvement, setting targets, selecting activities, evaluating process and impact, and reporting progress; and the Evaluating SPP/APR Improvement Activities resource document which provides guidance on the review and refinement of existing SPP/APR improvement activities and selection of new activities, with an emphasis on steps to consider when designing an evaluation plan.

Abstract: 

This third call in the Using Data Call Series, held April 12, 2011, described key concepts in using outcomes data for program improvement and highlighted TA materials developed by the Early Childhood Outcomes Center on how child outcomes data can be used at the state and local level to improve programs. The call also reviewed the sections of the ECO state self assessment that address using data for program improvement and showed how states and local programs can use the tool to chart their own progress toward data-based decision making.

This session shares guidance materials and offers suggestions for analyzing and using family survey data collected with a variety of different approaches for program improvement. Presenters from West Virginia and Vermont will highlight how they have begun using family survey data for program improvement, discuss lessons learned, and offer suggestions for addressing the challenges they have encountered.

This is an encore presentation from the June, 2009 Measuring Child and Family Outcomes conference. In this session, two states shared how they are preparing for local programs to use child outcomes data to improve local Part C and 619 services and results for children and families. Alaska discussed how their data system is designed to assist local EI programs in reporting, understanding, and eventually using their data for program improvements. Minnesota shared activities that support local leadership in conducting simple analyses for the purpose of pattern checking the quality of ECSE data.

In the fourth call of the Using Data Call Series, held May 10, 2011, presenters shared a tool designed by ECO, NECTAC and the RRCP to help states use data to facilitate systemic state and local improvement. The tool illustrates the use of root cause analysis and other strategies for data-based decision making that improve practices.  The tool was updated in April 2012 based on input from the field and the document includes a link to the revised Excel spreadsheet.

Described a data analysis process involving creating hypotheses that are evaluated to determine the possible root causes of poor/low performance.

Uses and Misuses of Data on Outcomes for Children with Disabilities
