Presented at the 2013 Improving Data, Improving Outcomes Conference.

Assistant Secretary for the Office of Special Education and Rehabilitative Services, Michael Yudin, discussed OSEP's early childhood investments and the integration of IDEA Part C/619 throughout the Administration's vision to strengthen state efforts to raise the bar across early learning programs and to close the school readiness gap for all young children with disabilities.

Deputy Assistant Secretary for Policy and Early Learning, Libby Doggett, discussed the President's proposed Preschool for All, a new Early Head Start-child care initiative, and significant increases in funding for home visiting.

Co-Director of the ECTA Center and staff on the ECO Center, Christina Kasprzak, presented the national picture of Part C and Section 619 programs' 2011-12 child and family outcomes data and discuss trends over the last several years related to the quality of state data and the progress children are making while in early intervention and preschool special education.

All presenters discussed the important role data and accountability will play in maintaining and growing these important investments in early learning programs to improve outcomes for all infants, toddlers and preschool-aged children.

Presented at the 2013 Improving Data, Improving Outcomes Conference. Participants were involved in a moderated conversation featuring national, state, and family perspectives, with an emphasis on the process states have used in cross-walking federal reporting requirements across early childhood agencies (e.g., Head Start reporting framework, child care, and OSEP three child outcomes). Participants shared  what they are doing, explored what is needed, and discovered how to better connect early learning standards with other work in their state.

The ECO TA Cadre Learning Community hosted a webinar that focused on helping local programs use their child outcomes data.  A new ECO center resource was shared that included drill down questions related to child outcomes data, the Local Contributing Factor Tool indicators C3 and B7.  Three states, Delaware, Wisconsin, and Nevada, shared their efforts and experiences in supporting programs in using their child outcomes data at the local level.

The ECO Center has devised a Microsoft Excel template that allows states to take their OSEP summary statements for the three child outcomes and compare them to the national estimates described in the national summary document. After entering state summary statement data into the worksheet, users can copy and paste the graphs into other files such as presentations and reports.

Presented at the 2011 Measuring Child and Family Outcomes Conference. States discussed issues and challenges associated with reporting local child outcomes data and comparing these data to state targets. Discussants provided an overview of issues that states have been experiencing and their initial approaches to address these. Examples included: comparing local data to state targets derived from a "fuzzy"€ process or incomplete data, dealing with local reporting for programs with small numbers reporting outcomes data when children received services from more than one local program/district, and sharing messages about local data with a variety of stakeholders. Session attendees participated through facilitated discussion and Turning Point technology.

Beginning 2011, States are required to report local child outcomes data to the public for the first time. How is this reporting requirement the same or different for child outcomes as compared with other SPP indicators? What are implications for local programs and families? Presenters discussed issues and strategies for sharing data in a meaningful way with local programs, families, and the broader community.

Presented at the 2011 Measuring Child and Family Outcomes Conference. Two states shared their recent efforts to collaborate with local programs and families to review outcomes data and make decisions related to program improvement. The Delaware Preschool program has conducted site visits where they reviewed and discussed child outcomes data with local districts. The state provided statewide and district level data analyzed by a number of variables for locals to review, identify "€˜red flags"€™ in data quality, and determine next steps for improvement. A recent New York Part C project focused on sharing family survey data with families in the program. Statewide and county level data were shared and families helped with interpreting and thinking about potential activities for program improvement.
