Abstract: 

This session provided an update on Teaching Strategies data conversion process for cc.net that was modified to address the higher than expected percentages of children identified as typically developing based on the online generated APR/SPP Indicator C3 and B7 OSEP reports. The anticipated changes based on modified benchmarks and its implications for reporting child outcomes and meeting targets were discussed. Also a brief update on the online reporting process being developed for Teaching Strategies GOLD and implications for OSEP reporting on child outcomes as programs transition from cc.net to GOLD.

This session discussed the analysis of data states have submitted on Indicators C-3, C-4 and B-7 of their APRs which provides a national perspective on child and family outcomes. Presenters also discussed the data and continuing challenges with data quality, and planning for the 2011 APR and revised SPP submission. 

Summary Statements Calculator

The ECO Center has developed a summary statements calculator- a tool that allows states to take their OSEP progress category data for the three child outcomes and convert it to the summary statements which will be used for target setting. The calculator can be used to generate percentages related to the summary statements, regardless of the child outcomes measurement approach.

National-State Summary Statements Graphing Template

The ECO Center has devised a Microsoft Excel template that allows states to take their OSEP summary statements for the three child outcomes and compare them to the national estimates described in the national summary document. After entering state summary statement data into the worksheet, users can copy and paste the graphs into other files such as presentations and reports.

This article describes issues related to the current federal requirements for reporting outcomes on children and families served through Part C and Section 619 of Part B of IDEA. Critical events leading up to the current requirements are summarized, followed by a discussion of efforts to design and implement state outcome measurements systems, and implications of outcome measurement for children, families, and the programs serving them.
