This section focuses on the team process used to determine a rating on the COS 7-point scale. Intended as an introduction for learners who are new to the COS process or as a 'refresher' for intermediate learners. Learners will:

  • differentiate among the three child outcomes
  • understand how a rating is determined by a team
  • understand the role of information about the child's functioning across settings and situations in determining a rating
  • understand the role of age-expected child development in determining a rating
  • understand the role of the family in the team rating

This presentation and materials are from a one-day training on the Child Outcomes Summary (COS) process. The audience for the training was early intervention providers in King County, Washington. Washington State has implemented a new process which integrates the outcomes rating process into the IFSP and uses "descriptor statements" for the rating. The state also has a new data system for capturing a narrative summary of the child's functioning along with the descriptor statement. The training addresses general principles involved in the COS process along with features unique to Washington's revised approach to incorporating the information into the development of the IFSP. Links to handouts and activities used in the training that are on the ECO web site are in the notes section of the appropriate slide in the presentation.

Increasing the Quality of COSF Data

This training was conducted with 20-25 TA providers that work in the Texas Regional Service Centers in increasing the quality of the child outcomes data collected using the Child Outcomes Summary Form (COSF). Information and activities related to choosing formal assessment instruments that inform the COSF process, refresher training on the COSF, video and written activities related to reviewing the quality of completed COSFs.
